Proposal Introduction
– A review of the 30-year process of the Engineering Organization (Nezam-e Mohandesi).
– Creating conditions for dialogue, exchange of ideas, and making practical decisions aimed at improving the Engineering Organization or replacing it with a more progressive system.
The first engineering associations in Iran were the Provincial Engineers’ Associations, founded by Engineer Mehdi Bazargan and his colleagues.
According to the Architecture and Building Law passed in 1973 and amended in 1977, the establishment of two separate organizations was foreseen — the Organization of Architectural and Urban Engineering and the Organization of Building and Installation Engineering.
In 1992, the Experimental Law of the National Engineering System was approved, which replaced those two organizations with a single unified body: the Iranian Construction Engineering Organization (IRCEO).
Since its official establishment in 1995, this organization has acted as the unified authority in charge of construction affairs throughout the country for nearly three decades.
Undoubtedly, during these thirty years, the organization has had both strengths and shortcomings in its impact on society. Therefore, on the threshold of its 30th anniversary, with the valuable experience accumulated by its members and professionals, this is the best opportunity to critically review and evaluate the organization’s three-decade-long process.
